In 1961, President John F. Kennedy put Robert C. Weaver in charge of a collection of federal departments called the Housing and Home Finance Agency, now known as Housing and Urban Development. Kennedy’s attempts to get the agency raised to Cabinet-level were blocked by Congress, but five years later — after Kennedy’s death and the passage of the 1964 Civil Rights Act — President Lyndon B. Johnson succeeded, and kept Weaver on as department head.
